Beaumont impact windows: permits, licensing, and local conditions

Jefferson County is inside the Texas Windstorm Insurance Association's coverage area, and TWIA requires a Certificate of Compliance - a WPI-8, WPI-8-E or WPI-8-C - on any structure altered, remodeled or repaired on or after January 1, 1988. New windows and exterior doors fall squarely in that, so a Beaumont window estimate should name who gets the work certified and when. If your wind coverage comes through TWIA and a quote never mentions certification, it is not a complete quote, however good the price looks.

Where you are in the county changes the comparison. The Texas Department of Insurance divides Jefferson County into three windstorm areas - Seaward, Inland I and Inland II - and lists Beaumont in Inland II, the area its map gives the lowest design wind speed. For part of its length, the line between Inland II and Inland I follows Beaumont's southeastern city limits; Nederland, Port Neches and Groves are listed in Inland I, and Port Arthur is listed under both Inland I and Seaward. A window quote written for a house across that line is not a fair benchmark for yours, so ask the installer which area they priced the products for, and check your address on TDI's Jefferson County map.

The Oaks Historic District adds a step many quotes skip. Beaumont requires a Certificate of Appropriateness for all exterior alterations and repairs there, and for properties with a historic designation elsewhere in the city, and it names windows and doors among the features covered. The certificate comes from the city's Planning staff, costs $20 and is good for six months, and any building permit the job needs is obtained alongside it. If your home is in the district, ask the installer to confirm the certificate is approved before the windows are ordered. Planning is on 409-980-8311.

Jefferson County is in the Texas Department of Insurance's designated catastrophe area.
